About

An international business development and strategic partnerships group.

RKM INTL — Kesel Meilichson Investments Ltd. — is an international business development and strategic partnerships group, active in regulated industries. It is not a software company or a technology vendor.

How the Group Works

Structured around sectors, not around a single service line.

Most advisory firms apply one methodology across every client. RKM INTL is built the other way around: each active capability — healthcare, defense and security, technology ventures, and international business development — is run by people whose background is in that specific sector, because the rules that govern medical tourism into Israel, a defense procurement process, venture creation, and a cross-border trade route have almost nothing in common.

What connects the capabilities is the group itself. RKM INTL evaluates and structures every venture through the same governance process, holds a direct position in what it builds, and gives partners a single point of contact — International Business Development — when a relationship spans more than one capability.

This is deliberate. A government counterpart negotiating a security program, a hospital coordinating a patient's treatment, and an investor evaluating a cross-border venture are asking different questions — but they are all asking whether the counterpart in front of them can actually deliver on a multi-year commitment. The structure of the group is built to answer that question directly.

Leadership

Led directly by the person accountable for it.

Roy Kesel Meilichson is the Managing Director of RKM INTL, overseeing international business development and strategic partnerships across every capability the group operates.

How We Operate

Three stages, applied to every venture.

01

Evaluate

Every opportunity is assessed against the sector conditions it will actually operate under — regulatory environment, procurement path, and the timeline the counterpart needs.

02

Structure

Commercial terms, governance, and capital structure are built before a venture begins operating, not adjusted afterward. This is where most cross-border ventures succeed or fail.

03

Operate

RKM INTL stays involved as a principal through the operating years, with the relevant division's sector specialists managing the relationship directly.

Operating Principles

What partners can expect from the relationship.

01

Direct principal, not intermediary

We structure and hold positions in the ventures we develop. Partners deal with the people who make the decisions, not with a layer of representatives.

02

Sector depth over sector breadth

Each capability is built around people who understand the specific regulatory, procurement, and operating conditions of its sector — healthcare, defense and security, technology ventures, and international business development are run as distinct disciplines.

03

Built for long operating cycles

Healthcare coordination, government procurement, and cross-border trade all move on multi-year timelines. We structure our involvement — and our capital — to match.

04

Governance and discretion

Much of our work involves regulated sectors, government counterparts, and confidential commercial terms. Our process is built to hold up under scrutiny and to keep sensitive information contained.
